Visiting Lecturer Program
SIAM’s Visiting Lecturer Program (VLP) offers a valuable resource to chairpersons, colloquium organizers, and undergraduate advisors: a roster of applied mathematicians in academia, industry, and government who are able to speak to students on a wide variety of topics. The visitors are experienced speakers who, in addition to their accomplishments in applied mathematics, have been recommended for their commitment to education and their ability to reach students. Most VLP topics can be adapted to different audiences. Access our VLP listings online at www. siam. org/vlp/ for speakers’ bios and talk titles, as well as guidelines and forms for host institutions.
Conferences
SIAM conferences focus on timely topics in applied and computational mathematics and applications such as ocean and climate modeling, computer and communications networks, financial engineering, combustion, modeling of materials, the application of mathematics and computation to the life sciences, and discrete algorithms in computer science. SIAM conferences provide a place for members to exchange ideas and to expand their network of colleagues in both academia and industry.
The SIAM Annual Meeting provides a broad view of the state of the art in applied mathematics, computational science, and their applications through invited presentations, prize lectures, minisymposia, short courses, and contributed papers and posters. Information on SIAM conferences is available online at www. siam. org/meetings/calendar. htm.

A short overview of the german academic exchange service (daad) Stefan Lange
German Academic Exchange Service
In Germany we are proud to have a special organization which deals with all matters concerning international university relations, the DAAD, the German Academic Exchange Service. I intend to give a short overview of my organization because I believe that the DAAD could and should be the partner for more students from NSTU.
The daad is
an organization of the institutions of higher education and student bodies in the Federal Republic of Germany, founded in 1925, refunded in 1950
an institution for the promotion of international academic exchanges
an intermediary for the implementation of foreign cultural and academic policy as well as for the educational cooperation with developing countries
national agency for the EU programmes SOKRATES, LEONARDO and TEMPUS
The DAAD provides information on
the system of education and higher education in the Federal Republic of Germany
higher education and degree courses abroad
funding programmes and scholarships (information is also available in over 50 publications produced by the DAAD with a total print-run of 929, 650 copies)
The DAAD sponsors
undergraduates
postgraduates
academics
from Germany and abroad in over 100 different programmes.
The daad funds
one-year and short-term scholarships for individuals
group programmes: study visits, university seminars
the exchange of academics, guest lectureships, and the placement of Lektors for German language and German Studies at universities abroad
project-linked academic co-operation between institutions of higher education in Germany and abroad
From the vast amount of applications, about 500 academics acting in an honorary capacity as members of the over 80 DAAD selection committees select the best candidates and projects for scholarships and funding according to academic criteria. Previous achievements in course work and research projects must be of a high academic standard in order to be eligible for funding.
The DAAD operates mainly on the basis of public funding provided by different ministries, principally by the Federal Ministry of Foreign Affairs.
The AA
(Federal Ministry of Foreign Affairs) mainly funds foreign scholarship holders as well as German academics and Lectors to undertake teaching assignments abroad.
The BMBF
(Federal Ministry of Education, Science, Research and Technology) primarily supports German undergraduates and postgraduates studying abroad, the bilateral exchange of academics, as well as special programmes for young German academics.
The BMZ
(Federal Ministry for Economic Co-operation) provides funds for the support of young academics in developing countries.
The EU Commission
EU funds are used to run the European mobility programmes.
The16 German Lander
cover the considerable costs of tuition for foreign scholarship holders admitted to German higher education free of charge.
More than 100 programmes and projects
The DAAD' s programmes number more than 100 and include short- term exchanges for the purpose of research or teaching as well as full doctorate scholarships for postgraduates from developing countries, plus information visits by delegations of foreign university vice-chancellors and long-term regional programmes conceived to establish efficient higher education systems in the developing world.
It becomes quite clear that the DAAD is a mighty and potent partner in questions of international university relations. Of special interest to students is the sophisticated grantscheme out of which I will only mention the possibility to study in Germany:
а) a grant for a full academic year;
b) a grant for a full semester;
c) a grant for short research trips;
d) grants for summercourses.
These programes are especially designed to strengthen the relations between German universities and researchers from abroad and to encourage foreign students to share theirs knowledge with their German partners. Since information about all these programs can be obtained in the newly opened German Centre at the technical University of Novosibirsk or at the news-stand in the language department I refrain from elaborating on them here. But students with questions concerning these matters are always welcomed at our office hours.
