In some countries they will check the passenger’s [5] справку о прививках.

When these formalities have been completed the passenger goes to the Customs for [6] досмотр багажа.

The passenger is required [7] заполнить въездную декларацию. He must list all [8] вещи, облагаемые пошлиной. [9] Личные вещи may be brought in duty-free.

Here is a partial list of [10] предметов, запрещенных к вывозу и ввозу (items): firearms, drugs, in some countries – meat products, fresh fruit and vegetables.

The customs inspector may ask you to open your bags for inspection. After you’re through with all customs formalities he will put a stamp on [11] каждое место багажа.

Ex. 11.8. Translate a scrap of dialogue below about the dual-channel system into Russian, sentence by sentence:

  1. How do Customs authorities tackle the problem of passenger processing at big international airports with increasing passenger flow?

  1. The solution to this problem is the introduction of the dual-channel system at major aiports which simplifies customs control.

  1. Can a simplified customs control provide thorough passenger processing?

  1. Yes, it enables customs authorities to improve the flow of passenger traffic without reducing the effectiveness of the control.

  1. How does the dual channel system operate?

  1. The system allows the passengers to choose between two types of channels: “green” and “red.”

  1. When can passengers pass through the green channel?

  1. When they have no goods, or only goods which can be admitted free of import duties, and which are not subject to import prohibitions or restrictions. All other passengers must pass through the red channel.

  1. What is the difference between the two channels?

  1. Passengers who select the green channel will not be subject to any other Customs formalities except a spot check. In the red channel, passengers must carry out all the appropriate Customs formalities.

  1. Does the introduction of the system require an increase in the number of Customs staff?

  1. No increase in staff is necessary.

  1. Where are the channels located?

  1. They’re located beyond the baggage delivery area. The passengers must have all their baggage with them when they choose the channel and pass through Customs. The distance between the baggage delivery area and the entrance to the channel will give passengers enough time to decide which channel to choose and to move into that channel without causing congestion.

  1. How do the passengers know where to go?

  1. The channels are clearly and distinctively marked by the words “Nothing to declare” and “Goods to declare” and the word “Customs”. The route to the channels is clearly sign-posted.

  1. Where can the passengers get information about kinds and quantities of goods they may have with them when using the green channel?

  1. They can find this information on posters at the airport or in leaflets available to the public at the aiport or distributed through tourist agencies and airlines.

Ex. 11.9. Read the conversation between a passenger and a Customs Officer (П. и Т. vs P. and C.O.). Cover the Russian variant with a sheet of paper and translate the English one into Russian. Then cover the English variant and translate the Russian one into English. Open the other variant of the text, line by line, to check yourself:

P.: Excuse me!

CO.: Yes. What can I do for you?

P.: Sorry to bother you but where can I pass through the customs?

CO.: Go to the red channel if you have something to declare and to the green channel if you have nothing to declare.

P.: What documents are required?

CO.: Let me see what you have.

P.: Just a minute ... I'm afraid I've forgotten to fill in my declaration.

CO.: Now then ... You should fill in your declaration form first and then go through the customs.

P.: I see.

CO.: You can find forms on the table in the middle of the hall.

P.: Thank you. The problem is – I don't know English well enough to fill in a declaration form.

CO.: There are forms in different languages. Choose any you need ...

Have you filled in the Customs form? Could you have missed anything? Have you declared all your currency?

P.: Yes, I have.

CO.: Well ... well ... Have you got weapon of any kind and ammunition?

P.: Oh, no!

CO.: Then you should write "No"... Is this your luggage all here? Please put your suitcase into the X-ray machine. Wait just another second ... It's o'kay. You may go. Thank you. Sorry to have kept you so long.

P.: Thank you for your help.

CO.: Thank you.
