Глагольная форма состоит из глагола to be+Past Participle (глагол «являться, быть» + причастие прошедшего времени).
The past participle of regular verbs ends in “~ed”, the past participle of irregular verbs has an archaic form and is shown in the list of irregular verbs.

make, divide, feed, import, build, write, read, run, do, clean, say, hear, feel, leave, describe, be, drive, grow, injure, frighten, break, find out, knock down, knock out, speak, find, work, walk, paint, mend
Use:
To describe actions without saying who does them. (Для выражения действия, в котором деятель не указывается или деятель не является грамматическим подлежащим. Действие выполняется над субъектом предложения).
e.g. The room is cleaned.
The room is cleaned by a landlady.
To describe processes.
e.g. The data is fed into the computer.
The information is provided by Finance Department.

The Passive Infinitive

e.g. Life might be found on another planet.
The letter can be written by David.
The house is going to be knocked down.
Обратите внимание на то, что глагол “be” не изменяется в инфинитиве. Действие выражается тремя и более словами, которые являются сказуемым.
2. Общий и специальный вопросы с сильным глаголом “to be”.
Все предложения произносятся нисходящим тоном. В общем вопросе только последний ударный слог произносится восходящим тоном.
Общий вопрос с “to be”
В общем вопросе порядок слов изменяется, и глагол-связка “be” ставится перед грамматическим подлежащим. Например, повествовательное утвердительное предложение “He is the manager.” изменит порядок слов на следующий “Is he the manager?”
e.g. Is he a lecturer?
Are you the manager?
Verbal model: Is he the manager? ~Yes, he is. ~ No, he isn’t.
Structural model: Be+Subject+Predicate…?
Grammar activity 2. Change the word order to make questions.
1. I am the Manager. 2. We are the managers. 3. You are a teacher. 4. He is an accountant. 5. She is a shop-assistant. 6. It is a computer. 7. You are teachers. 8. They are my compatriots.
Специальные вопросы с “to be”
Специальные вопросы начинаются с вопросительного слова. Например,
e.g. Where is my camera?
Who is there?
Why are you here?
Who is responsible for transportation?
Which invoice is yours?
Специальные вопросы c “to be” разделяются на две группы: a) вопрос к подлежащему или его определению и b) вопрос не к подлежащему.
a). В вопросе к подлежащему или его определению вопросительное слово ставится на место субъекта (подлежащего) или на место определения подлежащего. Порядок слов следующий:
e.g. Who is responsible for finance? (к подлежащему)
Вопросительное
слово + be
+ сказуемое
…?
What managers are efficient in the negotiations? (к определению подлежащего.)
Вопросительное
слово + подлежащее + be
+ сказуемое…?
Whose children are in the house? (к определению подлежащего)
Вопросительное
слово + подлежащее + be
+ обстоятельство…?
b). В вопросе не к подлежащему вопросительное слово ставится перед глаголом “be” и сохраняется порядок слов как в общем вопросе.
e.g. What are you responsible for?
Who are you responsible to?
Вопросительное
слово + be
+ подлежащее
+ …?
Notes:
1. "Who, What, Which" требуют сказуемое "is", если только нет указаний на множественное число, например, "people who are rich".
e.g. Which is yours? ~ This is mine.
2. При ответе на вопрос, начинающийся с вопросительного местоимения “Who”, используется местоимение “they”, а не местоимения “these” и “those”.
e.g. Who are they? ~ They are students.
Специальные вопросы не к подлежащему (то есть, к дополнению, обстоятельству и предикативу):
Who is he responsible to? (к дополнению)
