Safe navigation is all about avoiding collisions and groundings b y applying the age-old principle of erring on the safe side while also keeping in mind the utmost dispatch of a voyage which remains ‘a maritime adventure’ in legal terminology. Morden navigational aids have not necessary brought about a spectacular reduction in navigational accidents. We now have ‘GPS induced groundings ‘ and ‘ARPA assisted collisions’. The cause is not necessary lack of knowledge that leads to unintended incorrect practices and actions by mariners but their misunderstanding of the various rules. An efficient bridge team would be one whose competency levels are excellent and who work in unison, thinking and acting on the same wavelength.
The correct application of collision avoidance rules (COLREGs) in real time situations determines the end result of any voyage. Within their complexity, the rules provide answers to almost all questions about their application, either directly or by implication.
Collision avoidance is at the heart of safe navigation: failing to follow the COLREGs is the cause of any accidents. However, it is not always mariners’ ignorance that is to blame so much as misunderstanding rules whose language is sometimes open for misinterpretation and some areas of ambiguity should be addressed by maritime community.
