1. Bush tries to slash soaring deficit

President George W Bush sought to portray himself as a sound custodian of America's public finances yesterday as he proposed a $2,770 billion (£1,570 billion) budget to Congress that he said would help to tame the country's soaring deficit.

The President's plan calls for a virtual freeze on all-discretionary spending outside of the defence and homeland security budgets, and proposes a $36 billion cut in Medicare - a federal health insurance plan for elderly people with disabilities.

About 140 other programmes, including those for education and transport, would also see reductions in funding.

Controversially, however, the President will ask Congress to make his first-term tax cuts permanent. Critics see the cuts as offering relief only for the wealthy, even as the deficit is predicted to surge to more than $400 billion this year, more than $100 billion higher than in 2005.

However, Mr. Bush claims that his blueprint will still enable the United States to cut the deficit in half by 2009, in part through increased revenues if, for example, oil drilling is allowed in Alaska's Arctic Wildlife Refuge.

The current administration inherited a budget surplus from the Clinton regime although that has swung into deficit due in part to the cost of wars in Afghanistan and Iraq, and is now threatened further by the cost of rebuilding the Gulf Coast after last year's hurricanes.

Yesterday's budget proposes a record $439 billion to be spent on defence, aimed at fighting both unconventional terrorism and large conflicts if necessary.

There are key mid-term elections in the US Congress this year and fiscally conservative Republicans are urging the administration to get tough on spending, although those standing for re-election may be squeamish about cutting certain programmes as they prepare to face voters.
