Russia's New Political System

The Russian President is the head of state and guarantor of the Constitution.

The President is elected on the basis of universal, equal and direct suf­frage by secret vote. He is elected... a term of four years and has the right to be elected for a maximum ... two terms.

Among other powers the president makes final decisions... foreign policy, declares war and a state of emergency, issues decrees, suspends any legislative act... a subject of the Federation that contradicts the Constitution, signs leg­islative acts.

The Slate Duma is composed ... 450 deputies elected for a term ... four years. The major function of the State Duma is to draft and endorse taws.

The Federation Council is the upper chamber... the Russian Parliament.
